Good friends with General Fastrax and used the Shadow Force to reinstate himself in to the government after a brief civil war.

Under his government he has eroded many of the freedoms that where in place before the civil war.  this is due to the turbulent times and has been deemed necessary to help eliminate the terrorist activities prevalent in the region.  the Provisional Government has been eager to turn over special powers to help in the fight against terrorism.

Some of his more recent polices have become more controversial of late.  he has mandated that all Zentradi be registered in the name of safety and he has begun transferring all Zentradi military personnel to earth.
