The senator, one of the original members of the United earth government before the first Robotech war and ironically one of the few surviving members.  Was a major power broker after the war and managed to place him self in charge of the provisional government.  As such he carried a lot of power that he used ruthlessly to destroy his enemies or assumed enemies.  About the only man that had more power than him was the Chancellor.  Though he tried numerous times to have the Chancellor killed, he was never quite successful.

Early on he saw the merits of having his own defense force, so he recruited many young officers and setup the Southern Cross.  He used the military arm of his power to chase the Chancellor and his supporters off earth.  His only miscalculation could be that he underestimated the resources of the Chancellor and the tenacity of the Shadow force.

In the end he killed himself in his palace in Macross city, the rest of his followers in the provisional government where killed in the fire at Parliament.
